EU Regulation 2025/40

PPWR

Packaging and Packaging Waste Regulation

PPWR replaced Directive 94/62/EC and applies directly in all 27 Member States. Packaging placed on the EU market needs a conformity assessment, an EU Declaration of Conformity and a technical file. There is no stock exhaustion period for the substance restrictions.

Applies from 12 August 2026. Recyclability, recycled content and labeling requirements phase in to 2030.

U.S. States

Packaging EPR

Extended Producer Responsibility, U.S. state programs

Seven states have packaging EPR laws: California, Colorado, Maine, Maryland, Minnesota, Oregon and Washington. Registration, annual reporting and eco-modulated fees are all calculated from packaging data at material and weight level, reported state by state.

Reporting is live in several states. Further registration and fee obligations phase in through 2028.

ESPR & Digital Product Passport

Ecodesign for Sustainable Products Regulation

ESPR extends ecodesign from energy-related products to most goods sold in the EU, and introduces the Digital Product Passport. The 2025 to 2030 working plan covers iron and steel first, then textiles, tyres, aluminium, furniture and mattresses. Requirements arrive through product-specific delegated acts.

First delegated acts in preparation. Iron and steel targeted for 2026, with product-group obligations from 2028 onward.

EU Battery Regulation

Batteries and Waste Batteries Regulation

The regulation covers every battery category, from portable cells to EV packs, and reaches the products they are built into. CE marking and labeling obligations are already in force. The battery passport and supply chain due diligence follow in 2027.

Battery passport mandatory 18 February 2027. Supply chain due diligence obligations apply from 18 August 2027 following the Omnibus IV postponement.

EU Regulation 2023/1115

EUDR

EU Deforestation Regulation

EUDR covers cattle, cocoa, coffee, oil palm, rubber, soya and wood, plus derived products including leather, furniture, tyres, packaging and printed paper. Compliance requires plot-level geolocation data traced back to the point of production.

Applies 30 December 2026 for large and medium operators and for traders. 30 June 2027 for micro-enterprises and natural persons.

GPSR

General Product Safety Regulation

GPSR covers consumer products not governed by sector-specific safety law. It requires an EU responsible person named on the product or packaging, an internal risk assessment, and traceability information. Online marketplaces are obliged to remove listings that lack them.

In force since 13 December 2024, replacing the General Product Safety Directive.

Mandatory markings, warnings and declarations

Mandatory markings are set by regulation and differ by market. A missing responsible person address or an incorrect fiber composition statement means reprinted artwork, a delayed shipment or a customs hold, so we review labeling requirements before artwork is signed off.

Reviewed alongside packaging and fibre composition requirements so labeling changes are consolidated into a single artwork revision.
